Records of Mahaweli vehicles not maintained- Nimal Siripala

There is not a single document available to ascertain how many vehicles are possessed by Mahaweli Authority states Ministry of Irrigation and Water Resources Management. There are nine zones under the control of Mahaweli Authority. A large number of vehicles are allocated to each zone Director General of Mahaweli Authority stated. The Minister of Irrigation and Water Resources Management Mr. Nimal Siripala de Silva ordered to hand over to him a report regarding teh number of vehicles that are with the Mahaweli Authority within two weeks.

There were allegations that vehicles and properties of Mahaweli Authroty were used for election purposes.

Previously Mahaweli Authority was under the General Secretary of SLFP and former Minister of Agriculture and Irrigation Maithreepala Sirisena. Now he is the Minister of Health and Nutrition and Mr. Nimal Siripala de Silva who was the former Minister of Health and Nutritionis is the present Minister of Irrigation and Water Resources Management .(LankaTruth)

Information on public transport (1919) to be further expanded

Providing information via the Government Information Centre (1919) on r state and private Public Transport will be further expanded.
Accordingly the time table of the state and private bus service, prices of tickets and other related information are available through the service. The public can also lodge their complaints on the transport services to the centre.
The complaints received by the centre would be directed to the relevant Institutions said the Information and Communication Technology Agency (ICTA).
Information regarding the train services are already available at the Government Information centre said the agency. (Colombo Lankapuvath)

யாழ்ப்பாணத்தில் மேர்வின் சில்வா

சமீபத்தில் பிரதியமைச்சர் பதவியிலிருந்து நீக்கப்பட்ட மேர்வின் சில்வா நேற்று திங்கட்கிழமை யாழ்ப்பாணத்தில் இடம்பெயர்ந்த மக்களைப் பார்வையிட்டுள்ளார்.
அன்பளிப்புப் பொருட்களுடன் அவர் அங்கு சென்று பார்வையிட்டதாகத் தெரிவிக்கப்படுகிறது. கடந்த இரு
நாட்களாக அவர் நாட்டிலுள்ள பல பௌத்த ஆலயங்களுக்கு சென்று அங்கு வர்ணம் தீட்டும் பணிக்கு அனுசரணை வழங்கியதாகவும் இப்பணியின் சில அரச தரப்பு உறுப்பினர்களும் பங்கேற்றதாகவும் அவரின் ஊடகப் பேச்சாளர் கூறியுள்ளார்.
தற்போது யாழ்ப்பாணத்திற்கு சென்றுள்ள மேர்வின் சில்வா ராமாவில் பகுதியிலுள்ள இடம்பெயர்ந்த மக்கள் தங்கியிருக்கும் நிலையத்திற்குச் சென்றதுடன் பாடசாலைப் பிள்ளைகளுக்கு புத்தகங்களை வழங்கியுள்ளார்.

Negotiations ongoing

The Sri Lankan mission in Kenya is negotiating with the pirates for assurances about the Sri Lankan crew onboard the a Panama flagged merchant vessel which was hijacked by Somali pirates in early August, External Affairs Ministry sources told Daily Mirror online.The Sri Lankan embassies in Kenya and Washington have been asked earlier to obtain more information regarding the hijacking of a Panama flagged merchant vessel with Sri Lankan’s onboard.
A spokesperson at the Ministry told Daily Mirror online that because Sri Lanka does not have a Mission in Somalia, the Embassy in Kenya had been asked to establish contact with the Somali pirates to seek the release of the Sri Lankan’s on board
The MV SUEZ was reportedly come under small arms fire from the pirates and minutes later the pirates had got on board the ship. After notification of the attack, attempts were made to make contact with the MV SUEZ but to no avail, EU NAVFOR said. (Daily Mirror online)

The Final Randoli Maha Perahera of the Kandy Esala Pageant will parade the streets of Kandy tonight.
The Perahera will leave the Sri Dalada Maligawa and proceed along Dalada Veediya, Yatinuwara Veediya, Kande Veediya, D S Senanayake Veediya and return to the Maligawa along Raja Veediya.

Restoring affected Sigiriya frescoes:

President Mahinda Rajapaksa yesterday directed the National Heritage and Cultural Affairs Ministry to implement a viable program to conserve the ancient Sigiriya frescoes for posterity with the assistance of scientists and the experts in the conservation field.
President Rajapaksa issued this directive after an inspection tour of the Sigiriya frescoes yesterday. The President carried out the sudden inspection few days after he received a comprehensive report from the Archaeological Department about the defacing of 22 frescoes in the Sigiriya world heritage site.
President Rajapaksa said Sigiriya frescoes are a national heritage and the Cultural Affairs Ministry and the Archaeological Department had the specific responsibility of protecting and conserving them.
He added that more facilities should be provided to the tourists visiting the Sigiriya Fortress in a way that would not cause any damage to the archaeological and cultural value of the place. The President also interacted with local and foreign tourists visiting the Sigiriya Fortress during the tour. Meanwhile, Archaeological Department Director General Prof Senerath Dissanayake said the Department will bring down renowned Italian scientist Luciano Maranzi to Colombo for the restoration of these frescoes which are getting defaced.
An insane man sprayed tar on the frescoes and Maranzi was brought down by the then government in 1967 to remove them from the frescoes. Maranzi managed to remove the tar from the frescoes after great effort. Dissanayake said the Sigiriya Frescoes had been slowly getting defaced from 1,930 and protective coating of four frescoes have come out with the passage of time. President Rajapaksa sent Deputy Higher Education Minister and Matale District Parliamentarian Nandimithra Ekanayake as the Government ‘s special rapporteur to the Sigiriya heritage site after people in the Sigiriya area staged a protest campaign for two months over the construction of sanitary facilities near the Lion’s Paw.
Minister Ekanayake directed the Cultural Fund officials to cease the construction work near the Lion’s Paw of the Fortress immediately. President Mahinda Rajapaksa visited the historical Rangiri Dambulu Rajamaviharaya and called on the Chief Incumbent Ven. Inamaluwe Sri Sumangala Thera.

IMF predicts strong growth

The overall economic conditions are improving as expected and the Sri Lankan economy is likely to show a strong growth this year, International Monetary Fund (IMF) (Asia and Pacific Department) Mission Head Dr Brian Aitken said. He was speaking at the fourth review of the IMF Stand-by-Arrangement (SBA) at the Central Bank yesterday.
He said performance under the program has been good. The financial sector continues to be strong. The next tranche will be disbursed by the end of September or in early October this year.
“We monitored the solid data till the end of June. The domestic budget borrowing, reserve money, and net reserves have been met successfully.
With budget revenues increasing and expenditure restraint continuing, fiscal performance so far remains consistent with achieving the Government’s full-year deficit target of eight percent of Gross Domestic Product (GDP) including the reconstruction projects” he said.
The IMF assesses the Central Bank’s recent rate cut as appropriate, with bank lending slowly beginning to rebound and economic growth still below potential.
We see a slight sign of emerging demand-driven inflationary pressures and average inflation for the year. However, as a whole it is expected to remain in the single digits.
A fundamental tax reform is needed and the existing tax system has to be simplified. The tax base needs to be broadened by restricting concessions and spreading the tax burden more equitably to support economic growth, while boosting the revenue-to-GDP ratio, Dr. Aitken said. The resulting fiscal space could allow increased public capital spending on reconstruction and infrastructure as well as social spending to support the vulnerable, but it is clear that the country’s large investment needs cannot be met through the Government budget alone. Therefore, private sector investment will need to play a critical role.
He said to foster this investment, policies will need to be geared toward preserving macroeconomic stability, ensuring external competitiveness, facilitating capital market development and improving the investment climate, which would lay the basis for higher sustainable growth in a post-war environment.(Daily News)

Pallekele readies itself for the big day

Pallekele International Cricket Stadium, one of Sri Lanka's three venues being developed for next year's World Cup, is the ground organisers are most confident about, in terms of how the pitch will behave and completing the construction sufficiently in time. "We have no fears," Suraj Dandeniya, director of the World Cup secretariat, said, "because we are playing matches, we are playing South Africa, New Zealand, all those matches, so it is 100% sure that the pitch is complete."
Getting to the stadium involves a lovely half-hour drive from the city of Kandy. You get to take in the two-century old man-made Kandy Lake, which is the centerpiece of the city, before moving along to some twisty Hill Country streets. Next up on the ride is the bridge across the majestic Mahaweli river, the largest in the country, followed by a canopied stretch past the Sri Lankan International Buddhist Academy before turning into the plush-looking Kandy Industrial Park a few kilometers ahead where the ground is located.
There's still no sign of the stadium, and after a short walk up a dusty path (the security guard assures you the ground is at the end of it), the first thing you notice is the cling-clang of construction work before seeing metal scaffolding, the barebones of a three-storey structure and plenty of men in hard hats. Get closer to the construction, and there's a massive arc of mud to the left, suitable perhaps for a dirt-bike race. This place is going to host World Cup matches, you wonder.
It is only when you stride towards the mud track that you first glimpse the familiar green of a cricket outfield. There's a match on between the Sri Lankan and South African A teams, and just then Thilina Kandamby punches the ball towards long-on, and it rolls smoothly along the outfield. Once you have taken in the reassuring sight of the level and lush playing area, there is the largely-completed structure of the stand at the pavilion end. There's still work to be done on the corporate boxes on the upper tier, and there's no sign of the grandstand's roof yet, but the lower uncovered part of the stand is more or less finished. You can't help but notice another dirt-bike track sweeping from third man to extra cover on the right, complementing the one to your left, but you start to believe this venue can be ready for its big day in seven months' time.
Perhaps the biggest concern about a new stadium is over the manner in which the pitch will behave. Preparing a new turf pitch is a complicated art, but unlike the other two venues that SLC is developing for the World Cup (the R Premadasa in Colombo and a new one near the southern cost town Hambantota) which are yet to be properly tested, the pitches at Pallekele have had matches since November 2009. A chunk of last season's domestic Twenty20 matches took place in February, there has been a first-class and List A game as well, and touring international teams, including Ross Taylor's New Zealand side, are becoming regular fixtures. There haven't been any pitch-behaviour complaints during these matches, leaving the organisers supremely confident about the venue.
The Pallekele stadium is wholly owned by Sri Lanka Cricket and is set to displace the Asgiriya stadium, which has hosted Tests for nearly 25 years, as the international venue of choice around Kandy. It is being built by the government-owned State Engineering Corporation of Sri Lanka and is designed along the lines of SuperSport Park in Centurion. Like the South African stadium, Pallekele too will have a capacity of 22,000 and the muddy eyesores embracing the ground on both sides are soon expected to be transformed into a replica of Centurion's famed grass embankments.
The grass banks are part of a plan to ensure watching cricket at the stadium, nestled amid a ring of trees, provides a unique experience, unlike the concrete-sameness that blights some of the world's larger cricket venues. The under-construction three-storey structure that greets you at the entrance, the organisers say, will turn into a distinctive and futuristic-looking press box.
Built so close to Kandy, which as several congratulatory signboards remind you, is the home town of Muttiah Muralitharan, Pallekele's stadium could soon be renamed after Sri Lanka's greatest cricketer. Murali's already bid adieu to the Test scene, and the World Cup could well be his final appearance for the national team. Come March 10, when Pallekele hosts the Sri Lanka-Zimbabwe league game, expect Kandyans to pack the place for one last chance to see their favourite son.(ESPN CricInfo)

Hambantota and the Delhi-Beijing-Colombo triangle

It is not that Sri Lanka’s foreign relations are not in need of repair, especially after five dismal years between Lakshman Kadirgamar and GL Pieris, but it is ironic in the extreme when the criticism comes from the UNP or its sympathisers.
The UNP and its fellow travellers seem to think that Sri Lanka’s foreign relations are in need of repair because a group of provincials, rustics even, have taken over the reins of the state and are congenitally unable to understand the world or communicate with it. The corollary of this view is that the UNP, especially its current leadership, has the social sophistication to manage our foreign relations. This is no less than hilarious because the worst periods in Sri Lanka’s foreign relations were under UNP administrations and not those of the SLFP under any of its leaders.
If safeguarding the national interest is the basic objective of foreign policy, and national interest is definable as the defence of the fundamental attributes of the state such as national independence, sovereignty and territorial integrity, then these never stood more in jeopardy than during UNP administrations.
The worst disaster in Sri Lanka’s external relations was indubitably the Jayewardene years with the Indian airdrop followed by 70,000 foreign troops on Sri Lankan soil, while the rest of the world chose to look the other way. That was how isolated Sri Lanka had become, while affairs were handled by the Colombo based Westernised and pro-Western elite. By contrast, when the April 1971 insurrection broke out, the active support for Sri Lanka extended from the US and UK to China, Russia, Yugoslavia and Egypt, while Indian and Pakistani military personnel – their rivalries apart—helped Sri Lanka.
The three most outstanding failures of Sri Lanka’s external relations were Bandung 1954 (earning the Esmond Wickremesinghe–advised Sir John Kotelawela the delightfully apt local nickname of Bandung Booruwa), Indo-Lanka 1987 and the CFA period under Prime Minister Ranil Wickremesinghe in 2002-4 (during which sovereignty and territorial integrity were made a mockery of).
The construction of the Hambantota Port is truly historic and progressive. History shows that in all countries, ports were the connecting point with the outside world and acted as an engine of economic and social progress. The Deep South of Sri Lanka which had been badly neglected for decades if not centuries will never be marginalised again, thanks to the Hambantota Port. For this the country must thank both President Mahinda Rajapakse and Sri Lanka’s most reliable and important international friend, China.
As for how it will affect Sri Lanka’s relations with the West and India, I do not see why it should affect those relations negatively. As is well known, Sri Lanka first offered our giant neighbour India the opportunity of helping to build the Port, and we turned to China only after India had declined or hesitated. The new Port is open to ships from all over the world, including India and the USA, and therefore it cannot be said to be aimed against the interest of anyone. It is not closed to anyone, so everyone can use it and benefit from it.
There are no foreign military bases or military presence attached to the Hambantota port. In any case China has no military bases or troops outside its territory. There are those who say that Hambantota Port is potentially ‘dual purpose’, by which is meant it can be used to service military ships and planes. The answer is that any country can do so, with Sri Lanka’s permission. We have visits from the US and Indian navies, and cooperation with their militaries, and there is no reason that this cannot extend to Hambantota Port as well.
Certain analysts say that China is adopting a ‘string of pearls’ strategy of building ports and other facilities in various parts of the world which it can use in case of need. It is said that a rapidly developing power like China needs raw materials and fuel and therefore must expand its Navy. Others talk of a Silk Route strategy on the part of China. So what? Every rising power did the same thing, and China has never engaged in aggressive, violent imperialist or colonialist aggression. Sri Lanka cannot be used to ‘contain’ China, nor can we be blamed for not participating in attempts to contain China. Sri Lanka must proceed on the basis of our own national interest, and that national interest is very well served by the Hambantota port and China’s generous loan and assistance in building it.
The bonds between Sri Lanka and China go all the way back to 1952 and the Rubber-Rice Pact. This was under a UNP administration. We established formal ties years later after 1956. When Prime Minister Chou En Lai visited Ceylon in the 1950s, he won the hearts of the Sri Lankan people. Ties have been strengthened during both UNP and SLFP governments. Under President Premadasa, the Free School Uniforms Programme was possible because China gifted all the fabric necessary for those uniforms—and a top delegate of the Communist Party of China was the chief guest at the UNP Convention during the Premadasa presidency. During the war against the Tigers, China supported us diplomatically and militarily. Without that support it would have been very difficult and perhaps impossible for Sri Lanka to have won, or resisted foreign intervention.
China, together with Russia, is our reliable shield in the UN Security Council. We have no other reliable friends in that all-important Council. China has never once interfered in our internal affairs. It also has no Tamil lobbies. Our old and reliable friend China has now emerged as a global economic power and in the coming decades will be a truly global power. This will balance off the hegemony of the West and eventually liberate us peacefully from that hegemony. For all these reasons China is an indispensable friend and it would be stupid for Sri Lanka not to strengthen its ties with China.
As for not harming relations with India and improving relations with the West, there are other ways that Sri Lanka can and must do this, which are mutually beneficial and do not restrict our chances for economic development and progress. For instance we should seriously re-consider our delay in signing CEPA. CEPA would strengthen our ties with India which is a rising economic power, and like China, an engine of Asia’s economic miracle.
We must carefully balance our relations with China and India, not taking sides with either in their possible competition, but remaining firm friends with both. As Prime Minister, Madam Sirimavo Bandaranike succeeded in doing this even in 1962 when India and China fought a war.(Info Lanka)
